City Council
The City Council exercises the legislative powers of city government, including adopting the annual City budget, ordinances and resolutions; setting appropriate tax levies; establishing sewer and water rates, setting other general tax and service rates; Mayoral veto override authority, and setting the Council agenda.

City Council Subcommittees
During regular City Council meetings, a majority vote may create temporary or permanent subcommittees of two or more current City Council members. These subcommittees undertake specific research and deliberation tasks in preparation for consideration by the full City Council.

Task Forces
From time to time, as needs arise, the Milpitas City Council may choose to appoint residents to serve on ad hoc advisory bodies. Examples include the HOPE (Suicide Prevention) Task Force, the Ad Hoc Homelessness Task Force, and Citizens Task Force on Water Rates. Each body to which members are appointed by the City Council shall report back to the Council at appropriate intervals and upon conclusion of the task assigned by the Council. Members’ service concludes once a final report is provided to City Council, or as City Council directs.
