CDBG Plans / Reports
Every three to five years the City must prepare a Consolidated Plan outlining the strategies used to meet a variety of housing and non-housing community needs.
The current 2022-2025 Consolidated Plan was adopted by the City Council after citizen input on June 14, 2022.

For each of the 3 years covered by the Consolidated Plan, HUD requires the City to prepare a One-Year Action Plan which identifies programs, projects, and CDBG funding levels undertaken during any given year.
The 2023-2024 Annual Action Plan was adopted by the City Council after citizen input on May 2, 2023.
The Consolidated Annual Performance and Action Report (CAPER) reports on the success of the City's Annual Action Plan. It helps the City assess its annual performance in relation to meeting its overall three- to five-Year Consolidated Plan priorities.
The CAPER summarizes how the City of Milpitas utilized its CDBG funds to address its housing and community development needs.
The Citizen Participation Plan provides Milpitas residents an opportunity to participate in an advisory role in the planning, implementation, and assessment of the programs and projects.
