Milpitas Assistance Program

The Milpitas Assistance Program (MAP) provides hundreds of low-income Milpitas households with discounts on City services and serves as a way to inform income-qualified residents about special offers, discounts and giveaways from partner organizations and local businesses. We encourage everyone who is eligible to apply!

Eligibility

  • Milpitas residents who participate in certain qualifying assistance programs or youth in the Foster Care or Juvenile Dependency System
  • Milpitas residents who are at or below the latest HUD Low or Median Income limit for this area
  • Milpitas residents who are experiencing a temporary financial hardship that has reduced their income to Tier 2 level or lower qualify for Tier 3 (Temporary).

Customers who participate in qualifying assistance programs or youth in the Foster Care or Juvenile Dependency system are Tier 1 (Very Low Income). Others who are at or below HUD Low Income Limits for the Santa Clara County are Tier 2 (Low Income). Individuals and families experiencing temporary financial hardship due to job loss, loss of a primary wage earner, serious illness or a government shutdown are Tier 3 (Temporary).

These figures are based on 2023 HUD Income Limits for Santa Clara County and are subject to change. HUD’s 2024 Income Limits for Santa Clara County are expected to be announced in late Spring 2024.

Available Discounts

  • Very Low Income (Tier 1) - Customers are eligible for ARPA-funded childcare subsidies; modest discounts on bi-monthly water utility bills, enhanced with ARPA funding through June 2024; 75% off on City-run Recreation programs to a maximum of $1000 per household; and waiver of residential permit fees on water heater, furnace, or air conditioner replacements or electrical panel change-outs.
  • Low Income (Tier 2) - Customers are eligible for ARPA-funded childcare subsidies; modest discounts on bi-monthly water utility bills, enhanced with ARPA funding through June 2024; 50% off on City-run Recreation programs to a maximum of $750 per household; and 75% off residential permit fees on water heater, furnace, or air conditioner replacements or electrical panel change-outs. (Seniors age 50+ are eligible for an additional 15% off eligible residential permit fees, for a 90% total discount.) Tier 2 customers also are permitted to pay for Recreation programs over time on a payment plan.
  • Temporary Hardship (Tier 3) Customers are eligible for ARPA-funded childcare subsidies; 75% off on City-run Recreation programs to a maximum of $750 per household; and 75% off residential permit fees on water heater, furnace, or air conditioner replacements or electrical panel change-outs. Tier 3 customers also are permitted to pay for Recreation programs and water utility service over time on a payment plan. The City of Milpitas waives late fees on water utility bills incurred during your period of eligibility as a Tier 3 customer.
  • Median Income (Tier 4) - Customers are eligible for ARPA-funded childcare subsidies and modest discounts on bi-monthly water utility bills through June 2024 with ARPA funding. No other MAP benefits are offered at this time.

When You Can Apply

The City of Milpitas offers continuous enrollment. Customers are eligible for one year from the date of approval and must reapply annually to verify their income level. Milpitas Assistance Program discounts will automatically cease if the customer does not reapply.
