Furnace/Heat Pump HVAC Installation

Important Notices

Milpitas residents can now receive exclusive add-on rebates for Heat Pump Water Heaters (HPWH), Heat Pump Heating, Ventilation, and Air Conditioning (HP HVAC), Electrical Panel Upgrades, and Induction Cooktop/Range through the "Go Electric, Milpitas!" program. These funds come in addition to existing Silicon Valley Clean Energy (SVCE) rebates, potentially reaching up to:

  • $2,850 for HPWH
  • $4,500 for HP HVAC
  • $1,250 for Electrical Panel Upgrades
  • $1,000 for Induction Cooktop/Range

Application & Forms

You can apply for a New Heat Pump HVAC Permit here. 

  • This permit will allow the installation of a new Heat Pump HVAC (HP HVAC) to replace an existing gas furnace in the same location with new electrical circuit without electrical panel upgrade without duct replacement, provided no electric vehicle charger and no electric cooktop/range was installed in the existing home.
  • Please select “ONL HP HVAC” as the permit type.

You can apply for a Furnace Replacement in the Same Location Permit here. 

  • This permit will allow the replacement of an existing residential furnace in the same location using the existing gas piping and/or electrical without duct replacement .
  • Please select "ONL FURNACE" as the permit type. 

You can apply for a Furnace Replacement in the Same Location with Gas Piping Replacement Permit here. 

  • This permit will allow the replacement of an existing residential furnace in the same location with the replacement of same size gas piping without duct replacement.
  • Please select "ONL FURNACE WITH GAS" as the permit type. 

You can apply for a New Air Conditioning installation and a Furnace Replacement at the Same Location Permit here. 

  • This permit will allow the replacement of an existing residential furnace in the same location using existing gas piping/circuit and the installation of a new air conditioning unit with new electrical circuit without electrical panel upgrade without duct replacement.
  • Please select "ONL FURN REPL NEW AC" as the permit type. 

You can apply for an Air Conditioning Replacement and Furnace Replacement in the Same Location Permit here. 

  • This permit will allow the replacement of an existing furnace in the same location using the existing gas piping and the replacement of an existing air conditioning unit using existing electrical circuit connections without electrical panel upgrade without duct replacement.
  • Please select "ONL FURNACE AND AC REPLACEMENT" as the permit type.


For any furnace permits with the scope of work not listed above :

Please submit the filled and signed Building Permit Application to BuildingPermitCenter@milpitas.gov for review.

For installation of new heat pump HVAC that is outside of the above “ONL HP HVAC” online permit scope, you may use below form to verify if electric panel upgrade is required. The permit application shall include the filled form. The project description shall indicate the existing electric panel size if no panel upgrade is required, or indicate the new electric panel size if panel upgrade is required.

For HVAC replacement with partial or full duct replacement, the permit application shall include below filled form to verify if additional ceiling insulation is required to comply with current California Energy Code sec. 150.2(b)(1)(J).
