Silicon Valley Clean Energy Payment Assistance
Need assistance or additional time to pay for your energy bill? Silicon Valley Clean Energy (SVCE) provides several financial assistance options to help residents and businesses in 13 Santa Clara County communities. If you live in Milpitas and receive electricity from SVCE (i.e. you have not voluntarily opted out of receiving electricity from SVCE), you can apply for these programs!

Assistance Programs

Payment Arrangement Plans | Set up a flexible payment plan to spread out your energy bill balance, or apply for an extension. |
| Medical Baseline | If you depend on power for certain medical or independent living needs, you may be eligible for lower rates on your monthly energy bill. |
| Monthly Discount (CARE & FERA) | Income qualified customers could get discounts of up to 20-35% on their energy bill through the CARE and FERA programs. |
| One-Time Bill Relief | Income qualified customers can receive up to $300 to relieve a past due bill through the REACH program. |

COMING SOON: On-Bill Financing Pilot Program
Silicon Valley Clean Energy will be launching a new financing program to make home electrification projects more affordable and accessible. This program aims to make energy efficient home upgrades more attainable for low to moderate-income households that may not qualify for certain income-based programs or tax credits.
This pilot program will make home electrification more affordable by offering 0% interest loans that can be used to purchase equipment like heat pump HVAC, heat pump water systems, and more. The loan payments will be repaid on the participating customers' utility bill, and repayment charges will be offset by savings on gas and electric bills.
The pilot will also provide customer protections, such as bill monitoring and customer support for the new energy efficient equipment, to assure and monitor energy savings associated with program participation.
The new pilot program is planned to launch in early 2025. More information will be provided here as the program is developed and additional program details are released.
