If you have a water service connection at your residential OR commercial property, you must ensure that it is in compliance with the City of Milpitas Backflow Prevention & Cross-Connection Control Ordinance; California State Water Resources Control Board - Cross-Connection Control Policy Handbook; and California State Water Resources Control Board - Cross-Connection Control Policy Handbook Change Update: June 2025. If you have a fire system, also refer to the California State Water Resources Control Board Guidance on Cross-Connection Control Policy Handbook Requirements for Fire Protection Systems (9/17/25)
The Cross-Connection Control Ordinance and our Cross-Connection Control Plan are in place to protect the drinking water supply from pollution, or contamination that might occur because of backflow, or the undesirable reversal of flow of non-potable water back into our drinking water distribution (delivery) system.
For any new backflow prevention assembly replacements and/or installations, the City will only allow lead-free (LF), reduced pressure (RP) type assemblies in our water system. For more details, please refer to our Standard Details/Drawings and Approved Backflow Prevention Assembly List below.
Approved RP or RPDA equals, or less protective assemblies (DCDA) that are recommended due to feasibility limitations, etc. are subject to approval by the City Engineer on a case-by-case basis and must currently be on the University of Southern California’s Foundation for Cross-Connection Control and Hydraulic Research’s List of Approved Backflow Prevention Assemblies.
