Who is eligible?
- Residents of the City of Milpitas who participate in certain eligible assistance programs.
- Milpitas residents at or below the latest HUD low-income level in the area
- Residents of Milpitas who are experiencing temporary financial difficulties.
Users enrolled in eligible assistance programs or youth in the foster care or minor support system fall under Category 1. Others at or below the Santa Clara County HUD low-income level (see image above) fall into Category 2. Individuals and families experiencing temporary financial hardship due to unemployment, loss of their primary source of pay, serious illness, or government shutdown fall under Category 3.

What discounts are available?
- Category 1 - 75% off on municipal-run entertainment up to $1,000 per household; Modest discounts on bi-monthly water bills; If a water heater, boiler or air conditioner needs to be replaced, the residence permit fee is waived. Category 1 users can also pay for entertainment items under a payment plan.
- Category 2 - 50% off on municipal-run entertainment up to $750 per household; Modest discounts on bi-monthly water bills; If a replacement water heater, boiler or air conditioner needs to be installed, there is a 75% discount on the residence permit fee. Category 2 users can also pay for entertainment items under a payment plan.
- Category 3 - 75% off on municipal-run entertainment up to a maximum of $750 per household; If a replacement water heater, boiler or air conditioner needs to be installed, there is a 75% discount on the residence permit fee. Category 3 users can also pay for entertainment and water according to a payment plan. The City of Milpitas waives your water bill late fees for the duration of your Category 3 user eligibility.
How does the program work?
Milpitas residents who qualify for income can save up to $1900 from the City of Milpitas on recreational programs, water and sewerage bills, and permit fees for residents to replace their water heaters, boilers, and air conditioners.

The City of Milpitas offers open enrollment twice a year for MAP Category 1 and Category 2 users. Category 3 users can apply at any time.
