NOTICE IS HEREBY GIVEN that the Milpitas City Council will hold a hybrid public hearing in person at Milpitas City Hall, 455 E. Calaveras Blvd, and via Zoom teleconference/webinar, at 7:00 p.m. on Tuesday, September 20, 2022, or soon thereafter, to consider approving the City of Milpitas Draft Consolidated Annual Performance Evaluation Report (CAPER).

The City’s one-year CAPER describes the reporting of the Community Development Block Grant (CDBG) Programs and Activities undertaken during the past program year 2020-2021. The report includes: 1) Summary of Accomplishments, 2) Resources Made Available and Leveraging of Resources, 3) Status of Actions Taken During the Year to Implement the City’s Goals and Objectives, 4) Affirmatively Furthering Fair Housing, 5) Accomplishments (Households and Persons Assisted), 6) City’s Self-Evaluation on Progress Made in Addressing Identifying the Priority Needs and Objectives, and 7) Citizens Comments and Public Review.

Copies of the Draft CAPER will be made available in person at the front desk at City Hall and online for public review below:

INTERESTED PERSONS MAY provide public comments during the public hearing in-person,  or virtually through the Zoom webinar, by following the instructions listed on the City Council meeting agenda, or submit written comments prior to the hearing by e-mailing the City Clerk at Please be advised that written comments will not be read during the meeting. Written comments will be digitally distributed to the City Council and will be part of this meeting’s public record.

Federal Program | Community Development Block Grant (CDBG)

The City of Milpitas’ Housing Department and City Council awards funding to local non-profit agencies that serve the Milpitas community through the Community Development Block Grant (CDBG) program. Non-profits that help to improve physical, economic, and social conditions to low- and moderate- income Milpitas residents are encouraged to apply.

Agencies may be awarded a Grant based upon the target population and services they provide. Eligible non-profit organizations and projects should meet one of three National Objectives, as identified by the U.S. Department of Housing and Urban Development (HUD). These Objectives include:

  • Benefit Low and/or Moderate Income Persons
  • Prevention or Elimination of Slums and Blight
  • Urgent Need

Additionally, the City of Milpitas has prepared and adopted a Five Year Consolidated Plan (2017-2022) to establish priorities for the use of CDBG grant funds in order to benefit and improve the lives of Milpitas Residents. Organizations whose goals and services align with the priorities of the City will be prioritized for selection and funding.
