NOTICE OF PUBLIC HEARING AND AVAILABILITY FOR PUBLIC REVIEW

2022-2025 Consolidated Action Plan (ConPlan)/2022-2023 Annual Action Plan (AAP)

In accordance with the federal regulations at 24 CFR, Part 91, the City of Milpitas (City) is required to prepare and submit to the U.S. Department of Housing and Urban Development (HUD) its Consolidated Action Plan (ConPlan) for its Housing and Community Development Entitlement Programs. The ConPlan outlines the City’s housing and non-housing community development needs and priorities. Included in the ConPlan is the 2022-2023 Annual Action Plan (AAP) which outlines how the City intends to use the HUD funds for the 2022-2023 fiscal year. The City estimates it will receive $1,800,000 in Community Development Block Grant (CDBG) funds over the next three years. For FY2022-2023, the City expects to have approximately $600,000 in CDBG funds available.

Public Hearing #1.

Notice is hereby given that on April 5, 2022, at 7:00 PM, at the City Council meeting of the City of Milpitas, the first of two Public Hearings will be held for the 2022-2025 DRAFT ConPlan/2022-2023 AAP. The purpose of the Public Hearing is to provide the opportunity for public comment on the recommendations made to City Council for funding of the CDBG program activities. 30-day Public Review Period.

Notice is hereby given that the HUD-required 30-day Public Review Period of the FINAL version of the 2022-2025 ConPlan/2022-2023 AAP will begin on April 1, 2022 and end on June 14, 2022. The FINAL version of the 2022-2025 ConPlan/2022-2023 AAP will be available for review and open to public.

Public Hearing #2.

Notice is hereby given that on June 14, 2022, at 7:00 PM, at the City Council meeting of the City of Milpitas, the second of two Public Hearings will be held for the FINAL version of the 2022-2025 ConPlan/2022-2023 AAP. The purpose of the Public Hearing is to provide one last opportunity for public comment on the 2022-2025 ConPlan/2022-2023 AAP, and for City staff to review public comments received during the 30-day public comment period. After all public comments have been considered, the City Council will adopt the 2022-2025 ConPlan/2022-2023 AAP.

Notice is ALSO hereby given that on June 14, 2022, at 7:00 PM, at the City Council meeting of the City of Milpitas, a Public Hearing will be held to substantially amend the FY2019-20 vAAP. The purpose of addition to the existing public hearing is to reallocate $43,506 in CDBG-CV funding and for City staff to review public comments received during the 28-day public comment period. After all public comments have been considered, the City Council will adopt the substantial amendment to the FY2019-20 AAP.

Public participation is an essential part in the development of the ConPlan/AAP. Interested persons and community groups are invited to attend and participate at these hearings virtually through Zoom webinar by following the instructions on the City Council meeting agenda, or in-person at the City of Milpitas, City Hall Council Chambers, located at 455 E Calaveras Blvd., Milpitas, CA 95035. Federal Program | Community Development Block Grant (CDBG)

The City of Milpitas’ Housing Department and City Council awards funding to local non-profit agencies that serve the Milpitas community through the Community Development Block Grant (CDBG) program. Non-profits that help to improve physical, economic, and social conditions to low- and moderate- income Milpitas residents are encouraged to apply.

Agencies may be awarded a Grant based upon the target population and services they provide. Eligible non-profit organizations and projects should meet one of three National Objectives, as identified by the U.S. Department of Housing and Urban Development (HUD). These Objectives include:

  • Benefit Low and/or Moderate Income Persons
  • Prevention or Elimination of Slums and Blight
  • Urgent Need

Additionally, the City of Milpitas has prepared and adopted a Five Year Consolidated Plan (2017-2022) to establish priorities for the use of CDBG grant funds in order to benefit and improve the lives of Milpitas Residents. Organizations whose goals and services align with the priorities of the City will be prioritized for selection and funding.
