Milpitas Appoints Walter C. Rossmann as New Finance Director
Rossmann is a seasoned finance professional with significant leadership experience and has overseen internal support functions throughout his career at five cities
City Manager Julie Edmonds-Mares has appointed Walter C. Rossmann as the Director of Finance for Milpitas. Rossmann has held numerous roles grounded in finance, including Budget Director for the City of Palo Alto, Deputy Director of Finance for Accounting for the City of San Jose and Purchasing and Procurement and Information Systems Manager for the City of San Diego. Most recently, Rossmann has served as Chief Operating Officer for the City of Santa Clara and the Assistant City Manager for the City of Sunnyvale.
“We are pleased to welcome Walter to the City of Milpitas and are looking forward to having him join our well-rounded executive leadership team,” said City Manager Edmonds-Mares. “With his extensive experience in municipal government, including policy and program development and sound fiscal management, he will control the City’s financial activities and will help optimize departmental operations and internal controls to enhance transparency and efficiency.”
The Milpitas Finance Department is responsible for the City’s financial planning (budget), including the five-year capital improvement program, account of the City’s resources, fair and accurate reporting of the City’s financial position, and the management of the business registration division. The Department also provides the following support services to City departments: accounting, accounts payable, payroll, purchasing, budgeting, and cash management. The Department is organized into two divisions – Administration and Operations – and each provides essential customer services and support to the City Council, City departments, and the public. The Department has an annual budget of approximately $5.2 million and a staff of 27.

Rossmann holds a Master of Science in Applied Mathematics from Texas A&M University and is trilingual in English, German and Spanish. He will report directly to the City Manager and begins with the City of Milpitas on June 3, 2019.
