Message from the City Manager to the Milpitas Community 6/19/2020

Dear Milpitas Community Members,

This is my first message to you as the official City Manager of Milpitas. On May 19, City Council voted to remove “Interim” from my title and appoint me City Manager. At that evening meeting, I delivered some detailed thoughts and observations of the community, the Council leadership, and the City workforce that serves you each day. Latest Milpitas News

  • RECREATION AND COMMUNITY SERVICES SUMMER PROGRAMMING: On June 1, the Santa Clara County updated the Shelter-in-Place Order to set guidelines for childcare, summer camps, summer school, and other educational or recreational programs for children in stable groups of up to 12. Please read the June 19 memorandum for more information.
  • FACE COVERINGS ORDER: The State, on June 18, is now requiring all Californians to wear face masks in public places. The City’s April 22 order, requiring the use of face coverings in Milpitas is still in effect. Read the full City order here and FAQs are available here.   • POLICE DEPARTMENT LOBBY: The Police Department lobby is now reopened to the public, with a limit of 4 visitors in the lobby at a time. Face masks and gloves are provided at entry. To conveniently schedule an appointment online, click here.  If you have important business such as requesting a copy of police report, a requirement to register, a requirement to pre-book before a court date or have general questions, you may visit during normal business hours, or call (408) 586-2400 and our staff will help you make an appointment and address your questions.
  • FREE MEALS AND GROCERY: The City of Milpitas and the Milpitas Unified School District, along with other community partners, are working together to ensure every Milpitas resident has access to food during this time, find more information here.
  • PARK PLAYGROUNDS AND SPORTS COURTS: Effective immediately, all park playgrounds and sports courts are CLOSED indefinitely. Parks do remain open for passive activities such as walking, running, bird watching, or biking only. For more information on Park Maintenance contact the Public Works Department at (408) 586-2600.

  • Data Dashboard Update: Followers of the Santa Clara County Public Health Department’s COVID-19 data dashboards may have noticed a recent jump in the numbers of confirmed cases and deaths. The Public Health Department has updated its record of confirmed cases and deaths with a new methodology. Cases will now be reported by the date of specimen collection rather than the date that confirmed positive results were reported. This moves the timing of reporting confirmed cases and deaths a few days earlier, and the change means that the numbers recently increased suddenly from 1,870 confirmed cases and 73 confirmed deaths as of April 17, to 1,922 confirmed cases and 83 deaths as of April 20.
  • The public is Strongly Urged to Wear Face Coverings: The Santa Clara County Public Health Department has issued expanded guidance, strongly urging all individuals to wear face coverings when outside of their homes performing essential activities. “Face coverings” refers to bandanas, scarves, towels, or other pieces of cloth or fabric worn over the mouth and nose. Face coverings are especially important for activities such as doctor appointments, grocery shopping, pharmacy visits, and riding on public transit when being near people outside of one’s own household is unavoidable. Face coverings are not recommended while exercising, as it may cause breathing issues. Medical masks, such as N-95 and surgical masks, should be reserved for healthcare settings. CITY HALL: Milpitas City hall is closed for all activity. For any and all questions, please visit our website and contact related department directly.

COMMUNITY CENTER: The Community Center is closed for all activity. If you have any questions, please email us at recpubmail@milpitas.gov.

BARBARA LEE SENIOR CENTER: The Senior Center is closed for all activities except for lunch program to-go meal pick up from 12:00 pm to 1:00 pm in the Senior Center Community Room. Case Manager appointments are still available over the phone only. Any interruption to paid classes and/or trips will be refunded to the participant. We are not aware of any confirmed cases in the Center’s membership, staff or volunteers. To make your To-Go lunch reservations please call (408) 586-3413. To make your Case Manager appointment please call (408) 586-3405. If you have any questions please contact the Senior Center at (408) 586-3400 or check our website for updates.

MILPITAS SPORTS CENTER: The Sports Center is closed for all activities. For members that have monthly or yearly packages, we will put your membership on-hold, effective Saturday, March 14. Your membership will be extended for time equivalent to the facility closure. We are not aware of any confirmed cases in the Center’s membership, staff or volunteers. If you have any questions please contact the Sports Center at (408) 586-3225 or visit our website for updates.

While we are closed, a deep clean of the Milpitas Community Center, Senior Center, Teen Center, and Sports Center will be conducted.  These centers are closed indefinitely. However, the City is continually monitoring the situation and will provide updates to the community of any changes to date.

GENERAL RECREATION PROGRAMS:

New orders from the Santa Clara County Public Health Department that affect recreation programs were just released June 1. We are excited to confirm there will be an opportunity for us to provide some augmented programming to residents this summer. Under these new orders there are still very strict social distancing, youth grouping protocols, and  contact limitations that require us to further update our Camp, Class and Aquatics program rules, operations, and capacities. However, we are hopeful that we will be able to begin resuming some regular programming in late June. ​
 ​
All City-run recreation camps are cancelled through June 26th. If you or your child are registered for a camp that was due to start in that time frame, you will receive an automatic refund. You do not need to call or email to request a refund. If your program begins in July, please be patient as we await further news from the County. We anticipate more firm dates on camp and class start dates early next week. ​
 ​
Contractor-run camps and classes are cancelled through the month of June, unless the camp/class can be held virtually. ​
 ​
All swim lessons are cancelled through the month of June. ​
 ​
Below are some key notes on summer program areas:​
 ​
Camps​
  • City-run Trip and Travel Camp is cancelled.​
  • Other City-run day camps (Golden Arrow, Winnemucca, Counselor in Training) are expected to be cancelled through mid-June. The camp format when we return will be different than previous years, with children and camp counselors in small self-contained groups not to exceed 12 children. Groups will not mix and there will be no large group activities.​
  • Per the Public Health Order, children may participate in only one camp or recreation/care group during a three-week period so anyone enrolled in multiple programs (here and elsewhere) will need to choose only one.​
  • Most Contractor-run camps will be cancelled for the summer due to social distancing and shared equipment limitations, and full refunds will be given. For any Contractor-run camps that can be held virtually, enrollees will be notified. Those who do not wish to continue virtually will be given the opportunity to withdraw with a full refund if they wish. Note, there is no discount given for programs that are switching to virtual format. ​
Classes​
  • All June classes that cannot be held virtually are automatically cancelled.​
  • For any June classes that can be held virtually, enrollees will be notified. Those who do not wish to continue virtually will be given the opportunity to withdraw and receive a full refund. Note, there is no discount given for programs that are switching to virtual format. ​
  • We are hopeful that some smaller classes that can operate with social distancing (no touching) may be able to resume in July. For example, an art class where participants bring their own supplies or each person is provided individual supplies would be considered no-touch. Larger classes and classes where participants share equipment or physical contact occurs will not resume yet.​
  • Face coverings will be required of instructors and participants at all in-person classes. ​
 ​
Aquatics​
  • Opening the pool is current dependent on the State’s restriction on aquatics facilities being lifted.​
  • Session 1 and 2 swim lessons are now cancelled and will be refunded.​
  • We are still hopeful that Sessions 3 and 4 swim lessons, scheduled to start in July, will happen, if the state lifts its closure.​
  • We are also hopeful that other aquatics programs that can safely operate with social distancing (no touching) will be able to resume soon. These include lap swim and water exercise classes, and potentially Swim Club. ​
  • Locker rooms will not be open for the time being, so participants will need to plan to store their personal items on the pool deck and leave the facility without full shower and wardrobe amenities.​

MILPITAS TEEN CENTER: The Teen Center is closed for all activities. We are not aware of any confirmed cases in the Center’s membership, staff or volunteers. If you have any questions please contact the Teen Center Staff at (408) 586-3231 or visit our website for updates.

AFTER SCHOOL PROGRAMS: Recreation after school programs (ATB and LYFE) are on hiatus until MUSD schools are back in session.

GARBAGE AND RECYCLING SERVICES: Currently, collection services are NOT affected by the COVID-19. Note that collection vehicles may service your containers earlier or later than your usual time. Please keep your containers out from 6 a.m. – 6 p.m. on your regular collection day until they are serviced.Please check www.MilpitasSanitation.com for any changes or revisions to this schedule. MILPITAS WATER IS SAFE FROM CORONAVIRUS (COVID-19)

The City of Milpitas would like to reassure our community that the Virus has NO IMPACT on the safety of our drinking water.

The City purchases and distributes water from Valley Water treatment plants, as well as from San Francisco Public Utilities Commission (SFPUC). Before making its way to your tap, your drinking water is treated and tested to ensure its safety. Valley Water and SFPUC are ensuring the water supplied to the City is of the highest possible quality meeting or exceeding all federal and state drinking water standards.
